Built for the Claims Virginia Actually Files
Most of our Virginia work is fire and water damage, the two loss types that open the widest gap between a carrier’s first offer and the true cost of putting a property back.
Fire and smoke damage. Fire produces the largest underpayments we handle. Structural repair is only part of the claim. Smoke and soot travel through ductwork, insulation, wall cavities and soft contents far beyond the rooms that burned, and a carrier’s adjuster working from visible damage frequently scopes none of it. Contents inventories on a serious fire run to thousands of line items, and anything not documented is not paid.
Water damage and large water losses. Burst and frozen supply lines, failed water heaters, roof and envelope intrusion and sewer backups are the most frequently disputed claims we see. The carrier’s argument is nearly always gradual seepage or deferred maintenance rather than a sudden covered event, which changes coverage entirely. In multi-storey and commercial buildings one upper-floor failure can reach every unit below it, and that belongs on a single large claim rather than several small ones.
Around those, Virginia’s geography produces four distinct storm environments, and a policy that pays well in one does not always pay well in another.
Coastal Virginia and Hampton Roads. Virginia Beach, Norfolk, Chesapeake, Portsmouth, Hampton and Newport News take the brunt of Atlantic hurricanes, tropical storms and nor’easters. These claims turn on the line between wind damage and water damage, which are covered differently and are the single most common reason a coastal Virginia claim comes back underpaid. Storm surge, roof uplift, and driven rain through a compromised envelope all get argued over. We document which force caused which damage so the carrier cannot default to the cheaper answer.
Richmond and central Virginia. Severe thunderstorms, hail, straight-line wind and inland flooding, layered on top of a lot of older housing stock. Older roofs and aging plumbing produce water losses that carriers frequently try to attribute to wear and tear or long-term seepage rather than a sudden covered event.
Northern Virginia. Arlington, Alexandria, Fairfax and Loudoun bring dense residential and commercial property, high rebuild costs, and winter losses. Frozen and burst pipes, ice dams and roof loads generate large water claims where the dispute is usually about scope and matching rather than coverage.
Shenandoah Valley and southwest Virginia. Wind, hail, flooding along the river valleys, and winter storm damage, often on properties far enough from a metro that the carrier’s adjuster is working from photographs rather than a site visit.
Whatever the loss, the pattern is the same: the first offer reflects what the carrier’s adjuster saw and chose to write down. Our job is to make sure the estimate reflects what it will actually cost to put the property back.
Virginia Claims We Handle
- Fire and smoke damage. Structure, contents and the smoke and soot contamination that reaches well past the rooms that burned.
- Water damage. Burst and frozen pipes, supply line failures, appliance leaks, roof and envelope intrusion, sewer backup, and the mold that follows when drying is delayed.
- Storm, wind and hurricane damage. Roof, siding, windows and structural damage from tropical systems, nor’easters and severe thunderstorms.
- Hail damage. Roof, gutters, siding and HVAC, including the damage a carrier’s adjuster records as cosmetic when it has shortened the roof’s life.
- Flood damage. Where flood coverage applies, including the interaction between a flood policy and the standard property policy.
- Commercial and large-loss claims. Multi-family, retail, office, warehouse and institutional property, including business interruption.
- Denied, underpaid and closed claims. We review what the carrier did and, where the policy supports it, reopen and pursue the difference.
What Changes When You Have Your Own Adjuster
Most property owners file one significant claim in their lifetime. The carrier’s adjuster handles hundreds a year. That gap in experience is where money is lost, and it usually happens quietly, through scope rather than outright denial. A roof gets repaired instead of replaced. Smoke damage is cleaned instead of remediated. Contents are depreciated to a fraction of what replacement actually costs. Business interruption is calculated on the carrier’s assumptions.
We rebalance that. We inspect the loss ourselves, bring in the specialists a complex claim needs, prepare a documented estimate, and negotiate it. If a claim is straightforward and the carrier’s offer is fair, we will tell you that too.
Large, Commercial and Industrial Claims in Virginia
Most of our work sits at the higher end of the loss scale, where the distance between the carrier’s estimate and the real cost of rebuilding runs to tens or hundreds of thousands of dollars. That is also where insurers assign their most experienced adjusters and where the scope arguments get most technical.
We represent owners and operators of commercial, multi-family and industrial property across Virginia: apartment and condominium associations, retail and hospitality, office and data centre property in the northern counties, warehouse and distribution space, manufacturing and processing facilities, and port-adjacent commercial property in Hampton Roads. On those claims we handle building damage, contents and equipment, code upgrade requirements, and business interruption, which is the piece most commonly underclaimed because it rests on financial records rather than visible damage.
If your loss is large, complex, or has stalled, that is the claim we are built for.
A Full Team Behind Your Virginia Claim
A large claim is rarely just a number on a form. Behind every AllCity claim is a support team that builds a case the insurer cannot easily dispute.
- Accounting. We quantify every covered loss, structure, contents and business interruption, so nothing is left off the estimate. On coastal Virginia claims that includes separating what wind destroyed from what water reached, because the two are covered differently and the split decides the payout.
- Support. One point of contact from first notice to final payment. During Atlantic hurricane season, when carriers are handling thousands of Virginia claims at once, having someone whose only job is your file is the difference between moving and stalling.
- Storage. Restorable items stored in one place, unsalvageable items documented before anything is discarded. After a coastal storm the pressure to clear a property fast is exactly when evidence gets thrown away.
- Forensics. Wind versus water is the central fight on a Virginia coastal claim, and it is a technical question, not an opinion. We establish which force caused which damage so the carrier cannot assign the loss to whichever peril pays least.
- Engineering. Structural and roofing engineers document uplift, envelope failure and water intrusion to the standards Virginia carriers and their consultants work to.
- Legal. When a carrier acts in bad faith, a network of claims attorneys is available. Most Virginia claims never need it. The option protects you.
- Relocation. If your property is unlivable, we document additional living expenses so your loss-of-use coverage actually pays, including the extended displacement that follows a serious fire.

FAQ: Virginia Public Adjuster Services
Do I need a public adjuster in Virginia?
If your claim has been denied, underpaid, or is large or complex, then usually yes. A public adjuster represents you rather than the insurer, and a documented claim typically recovers more than the carrier’s first offer even after fees. Small, clean claims often do not need one, and we will say so.
Are public adjusters licensed in Virginia?
Yes. Virginia licenses and regulates public adjusters, and only a licensed adjuster may represent you on a claim. AllCity Adjusting represents Virginia property owners through its licensed public adjuster, Andrzej (Andy) Gurczak, Virginia public adjuster license number 1355116.
What does a public adjuster cost in Virginia?
Nothing up front. Our fee is a percentage of what we recover for you, so we are paid only if you are paid, and only out of the additional recovery.
What kinds of claims do you handle in Virginia?
Hurricane, tropical storm and wind damage, hail, water and burst pipes, fire and smoke, flood where coverage applies, and commercial and large-loss claims including business interruption.
Can you help if my claim was already denied or closed?
Often yes. A denial is the carrier’s position, not a final ruling. We review the policy language against what actually happened, and where it supports reopening we pursue it.
Do you handle commercial and industrial losses?
Yes, and they are a core part of our work. We represent apartment and condominium associations, retail, hospitality, office, warehouse and manufacturing property owners across Virginia, including building damage, contents and equipment, code upgrades, and business interruption.
When should I call?
As early as possible, and ideally before you accept a carrier estimate or sign a release. We can also review a claim that has already been settled if you believe it was underpaid.
